Notice of Intent to Award a Single Source Action
TITLE: BPA for Annual Water Share Assessments
PURPOSE AND PROJECT DESCRIPTION: The U.S. Department of the Interior (DOI), Bureau of Reclamation (BOR) intends to award a single-source, five-year blanket purchase agreement (BPA) under FAR 13.303 to Warm Springs Irrigation and Power Company, to deliver water to lands administered by the Utah Reclamation Mitigation and Conservation Commission (URMCC) in support of the Utah Lake Wetland Preserve. Project description: Deliver 105.315 water shares annually through Warm Springs Irrigation and Power Company canals to the Utah Lake Wetland Preserve for the Mitigation Commission. Warm Springs Irrigation and Power Company owns the water to be disturbed to these lands and is the only source that can provide delivery of the water. Under this BPA, DOI/BOR will pay the shareholder¿s (URMCC) annual assessment fees via purchase orders issued to the Warm Springs Irrigation and Power Company.
LOCATION: The location of the work are lands through the Mitigation Commission Utah Lake Wetland Preserve, located Southwest of Provo City in Utah County, Utah.
NAICS AND SIZE STANDARD: The NAICS code for this project is 221310 with a small business size standard of $41M.
COMPETITION: Soliciting from a single source. A BPA is anticipated to be awarded on a single-source basis to Warm Springs Irrigation and Power Company.
SINGLE SOURCE: Warm Springs Irrigation and Power Company, 66 W Main Street, Goshen, Utah 84633-7735, United States. Unique Entity ID: QTDMGLSUNQL6.
SINGLE SOURCE JUSTIFICATION: IAW FAR 13.106-1(b)(1)(i), only this suggested source can furnish the requirements, to the exclusion of other sources, because only Warm Springs Irrigation and Power Company owns and can distribute the water on the lands that URMCC administers. URMCC has previously acquired 105.315 water shares from the Warm Springs Irrigation and Power Company. No other sources can provide this water.
SOLICITATION RELEASE DATE: DOI/BOR intends to award this BPA during Fiscal Year 2026.
POINT-OF-CONTACT FOR QUESTIONS: Any firm that believes it could fulfill the Government need described herein must submit a capability statement to Steve Bauer at
[email protected] by 10:00 AM MT on Monday, 27 January 2026 for consideration. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. However, the Contracting Officer reserves the right to make the final decision on source selection in the best interest of the Government.
ADDITIONAL INFORMATION: This procurement action is being conducted under the authority of FAR 13.106-1(b), Soliciting from a Single Source, in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR 13, Simplified Acquisition Procedures.
This Notice of Intent is not a request for Proposals or Quotations. No solicitation
document exists, and no telephone or email inquiries will be accepted. No contract
award will be made based on proposals, or quotations received in response to this
notice. Interested persons may identify their interest and capability to respond to the
requirement and should furnish detailed data concerning their capabilities to provide
services sought including pricing data and technical data sufficient to determine that a
comparable source to the government is available.
The government may consider all ¿Expression of Interest¿ documentation received prior
to 27 January 2026. A determination by the government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of the government.
Information received will normally be considered for the sole purpose of determining
whether to conduct a competitive procurement.
