Notice of Intent for Other than Full and Open Competition

The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the following Type 1 (In-line) and Type 2 (Standalone) Explosive Detection Systems (EDS). Accordingly, the TSA intends to award a contract to: (1) Leidos Security & Detection Automation, 1 Radcliff Rd, Tewksbury, MA, 01876, US and (2) Smiths Detection Inc., 2202 Lakeside Blvd, Edgewood, MD 21040. These contracts will address the requirements of the TSAs Acquisition Program Managements (APM), Electronic Screening Baggage Program (EBSP) to obtain Type 1 (In-line) and Type 2 (Standalone) Explosive Detection Systems (EDS). Moreover, TSA intends to award two (2) single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicles. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
