The object of this sole source award to RMB ENVIRONMENTAL LABORATORIES INC is for the establishment of a 5-year blanket purchase agreement for the chemical analysis of water samples. Current market research shows that RMB ENVIRONMENTAL LABORATORIES INC is the only known laboratory within the Red River Watershed Basin capable of analyzing the full suite of required parameters while supporting same-day delivery and analysis for time-sensitive samples. When the monitoring program was established, Minnesota laboratories were evaluated for analytical capability, required parameters, turnaround times, and cost. No other laboratories could meet all technical requirements within holding-time limits or could do so without shipping samples, which would risk sample integrity. RMB ENVIRONMENTAL LABORATORIES INC is the only source able to meet the combined requirements for analytical capability, holding-time compliance, chain-of-custody control, and timely processing. Using any other provider would jeopardize data quality and program reliability. Additionally, RMB ENVIRONMENTAL LABORATORIES INC has analyzed the Refuge's water samples for more than10 years, and continued use of a single laboratory ensures methodological consistency and preserves the integrity of long-term monitoring data across a large geographic area. Based on these findings, only one responsible source can meet agency needs in accordance with FAR 6.302-1.
This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
