This synopsis/notice of intent to sole source is issued in accordance with Federal Acquisition Regulation (FAR) (Revolutionary FAR Overhaul (RFO) Deviation) Part 5.1 and FAR Deviation 12. This notice advises that the Government intends to solicit and negotiate a sole source, Firm-Fixed-Price (FFP), contract to only one source, American Council on Education, under the authority of FAR Deviation 12.201-1 and 41 U.S.C. §1901. This procurement is completed by the Defense Human Resources Activity (DHRA), Acquisition Management Directorate (AMD). In accordance with FAR Deviation 12.202(a)(2), this notice is posted for a period shorter than 15-days.
The services under this contract support the Defense Equal Opportunity Management Institute (DEOMI) by completing its triennial review of curriculum for college credit recommendation by the American Council on Education (ACE). The Contractor shall provide an evaluation methodology, personnel, management, materials, information technology infrastructure, and equipment necessary to fulfill accreditation and credit recommendations that align with College Credit Recommendation Service (CREDIT®).
Period of Performance: Anticpated 4 month PoP
Place of Performance: The evaluation will be performed virtually; therefore, the contractor is responsible for providing workspace(s); the place of performance is at the designated contractor’s facility.
This notice of intent is not a request for competitive quotes and no solicitation will be made available. Sources interested in responding to this notice are required to submit a capability statement that includes information in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services. Capability statements should not exceed 25 pages using font size no smaller than 12-point.
All capability statements received by the due date of this notice will be considered by the Government. A determination by the Government not to compete based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. The Government will not pay for information submitted.
