This notice, in accordance with Federal Acquisition Regulation (FAR) 5.207, is posted by the National Oceanic and Atmospheric Administration (NOAA), Corporate Services Acquisition Division (CSAD), to announce the issuance of a Request for Proposal (RFP) for the Professional, Scientific, and Technical Services (ProTech) 2.0 Oceans Domain. The ProTech 2.0 Oceans Domain is a Multiple Award (MA), Indefinite-Delivery, Indefinite-Quantity (IDIQ) total small business set-aside solicitation.
The ProTech services solution is a suite of MA IDIQ contracts consisting of four Domains: Satellite, Fisheries, Oceans, and Weather. These Domains provide resources in support of the National Oceanic and Atmospheric Administration (NOAA) to include its Line and Staff Offices. Where applicable, the contracts may also be used by other Bureaus within the Department of Commerce (DOC).The ceiling dollar amount for all orders under all ProTech Domains is $8,000,000,000. Each Domain has its own IDIQ contract with multiple awards. This solicitation will provide professional, scientific, and technical services to the Oceans Domain.
The services provided under ProTech 2.0 Oceans will support sites worldwide, which include, but are not be limited to, a network of 29 coastal sites designated to protect and study estuarine systems, our Great Lakes, sites of natural disasters in U.S. and state waters, sites of oil and chemical spills in U.S. and state waters, and U.S. ports.
The suite of resulting contracts for this Domain is intended to satisfy the need for professional, technical, and scientific services to support the National Oceans Service (NOS) worldwide. NOS provides science-based solutions through collaborative partnerships with industry to address evolving economic, environmental, and social pressures on our ocean and coasts..
The ordering period of ProTech 2.0 Oceans is a five-year base period and one five-year option period, for a total of 10 years, if the option is exercised. Once the ProTech 2.0 Oceans IDIQ is awarded, task orders will be issued and awarded in accordance with FAR 16.505 procedures.
The assigned NAICS code for this acquisition is 541620 - Environmental Consulting Services, with a size standard of $19M.
Offerors are responsible for downloading the solicitation and for monitoring SAM for amendments or additional information.
All regarding the solicitation shall follow the directions outlined within the This Amendment updates language within RFP Section F.6.2.; and this amendment strikes through thusly removing language from the RFP Section L.11.2.2. Changes within the RFP are highlighted in yellow. The SF30 in conjunction with Amendment 1 is also uploaded within this Amendment. This Amendment updates language within the RFP IAW changes outlined in the Questions & Answers (Q&A), posts the Q&A for industry review, revises Attachment J-4 to correct formulas & language that is incongruent with the RFP and uploads the SF30 in conjunction with Amendment 0002 changes. All other attachments remain applicable to this RFP and have not been revised.
