Notice of Intent to Sole Source to OLI Systems Inc., for OLI Studio, OLI Flowsheet, and OLI Engine API Software License Lease and Maintenance and Upgrade Service Renewal POP 05/23/2026 – 05/22/2027.
In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to OLI Systems Inc. for the OLI Studio, OLI Flowsheet, and OLI Engine API Software License Lease and Maintenance and Upgrade Service Renewal POP 05/23/2026 – 05/22/2027 because OLI is the only known software that can perform both functions of chemistry inputs and modeling of various water treatment processes at the same time, while providing accurate predictions for precipitation of ions, such as calcium and barium sulfate without having to provide user-defined inputs. This is considered a sole source to OLI Systems Inc. because, to the best of the NETL’s knowledge and based on market research conducted OLI Systems Inc. is the only known source that can provide this type of service. No known potential alternate sources exist which could satisfy the requirement need of NETL’s brine separation process. Renewing will allow NETL continued use of the software, insure the software operates in an efficient and effective manner and have access to historical data.
This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 13:00 PM on 03/25/2026. Responses must be submitted in writing to
[email protected] no later than the time and date noted above. Telephone responses and requests will not be received.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
