COMBINED SYNOPSIS/SOLICITATION REQUEST FOR OFFERS (RFO)
This is a Combined Synopsis/Solicitation for commercial services prepared in accordance with the streamlined procedures of FAR Part 12 (Commercial Products and Commercial Services) and FAR Subpart 5.2. This announcement constitutes the only solicitation. Offers are being requested, and no separate written solicitation will be issued.
This solicitation is issued as a Request for Offers (RFO). All clauses are current through Federal Acquisition Circular (FAC) 2025-06, effective October 1, 2025.
DESCRIPTION
The Department of Veterans Affairs intends to award a Firm-Fixed-Price (FFP) contract for the provision of all supplies, materials, equipment, labor, supervision, management, and transportation necessary to provide Storage Trailers, in accordance with the requirements set forth herein.

SET-ASIDE INFORMATION
This acquisition is set aside exclusively for Veteran-Owned Small Business (VOSB) concerns in accordance with applicable acquisition regulations. Only VOSB concerns registered and verified in the Small Business Administration (SBA) and System for Award Management (SAM.gov) are eligible to submit offers.

EVALUATION METHODOLOGY
Basis for Award
The Government intends to award a Firm-Fixed-Price contract to the responsible Service-Disabled Veteran-Owned Small Business (SDVOSB) offeror whose quotation represents the best value to the Government, in accordance with FAR Part 12, utilizing the FAR Part 12 overhaul procedures.
Award will be made using a comparative evaluation of quotations. The Government may award without discussions.
Evaluation Factors and Relative Importance
The following factors will be evaluated:
1. Technical Acceptability
2. Delivery / Availability
3. Price
Technical Acceptability and Delivery, when combined, are significantly more important than Price. As quotations become more similar in non-price factors, Price will become increasingly important.
Technical Acceptability
The Government will evaluate quotations to assess how well the offered trailers meet or exceed the requirements of the Statement of Need and Salient Characteristics.
The evaluation will be comparative, focusing on the relative strengths, weaknesses, and overall quality of each quotation. The Government may identify advantages that provide additional value beyond minimum requirements.
Technical considerations include, but are not limited to:
- Compliance with all required salient characteristics
- Quality and durability of trailer construction materials
- Suitability for long-term outdoor storage in Florida environmental conditions
- Design features enhancing security, weather resistance, or ease of relocation
- Warranty coverage and manufacturer support
Quotations that merely meet minimum requirements may be evaluated less favorably than quotations that exceed requirements or reduce performance risk.
Failure to meet any minimum requirement may render a quotation technically unacceptable and ineligible for award.
Delivery / Availability
The Government will comparatively evaluate each offeror s ability to meet or exceed delivery requirements.
Evaluation considerations include:
- Ability to deliver all five (5) trailers within 30 calendar days after receipt of order (ARO)
- Proposed delivery timeline relative to other offerors
- Availability of trailers at the time of quotation
- Certainty and reliability of the proposed delivery approach
- Ability to deliver trailers leveled, stable, and ready for immediate use at all designated locations
Quotations offering earlier delivery, higher delivery certainty, or reduced logistical risk may be evaluated more favorably.
Price
Price will be evaluated for fairness and reasonableness in accordance with FAR 12.204.
The Government will consider the total evaluated price, inclusive of all costs associated with meeting the requirements.
While Price is less important than non-price factors, it remains a significant factor and may become determinative when quotations are otherwise similar.

The Government intends to make a single Firm-Fixed-Price award resulting from this solicitation. Offerors must be actively registered in SAM.gov at the time of award.
APPLICABLE TERMS AND CONDITIONS
This solicitation incorporates applicable Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR) provisions and clauses by reference and/or full text, as applicable. Any resulting contract shall be governed by FAR Part 12 commercial contracting procedures.
