The purpose of Amendment 01 is to correct the verbiage to #3 under the Capability Statement section.

All other terms and conditions remain unchanged.

THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This Sources Sought notice is being issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a requirement and will not pay for any information or administrative costs incurred in response to this notice.
The Department of the Interior, Bureau of Reclamation, Lower Colorado Basin Regional Office has a requirement for a contractor to provide repairs, inspection, testing, technical consulting, equipment condition assessment, and preventive maintenance performance evaluations for a Delta Building Management System (BMS), HVAC equipment, chiller and cooling tower, condensing hot water boiler system, power and water meters, electrical equipment, and emergency repair services. The Contractor shall provide all management, supervision, labor, materials, supplies/equipment, and shall plan, schedule, coordinate, and assure effective completion of all services described herein. The Contractor shall also provide customer service, quality control, and all other services as listed herein. The Contractor shall, without additional expense to the Bureau of Reclamation, obtain and maintain necessary licenses and permits, and be responsible for complying with manufacturers¿ recommendations. The government is seeking responsible sources having capabilities to perform the services. Service Categories Included in Facilities Maintenance-Delta BACnet DDC Controls Building Automation System (BAS) Building Management System (BMS) Preventive Maintenance/Inspection and Repairs. BMS Integration, repairs, monitoring for HVAC Systems, Central Chiller Plant, Chillers & Cooling Towers, Water & Power Meters, Central Plant Water Treatment.-HVAC Preventive Maintenance, Inspection, and Repairs. Assist staff with the troubleshooting, maintenance, and repair of the campus HVAC systems.-Chillers & Cooling Tower Preventive Maintenance/Inspection and Repairs Monthly, semi-annual, and annual preventive maintenance, inspections, testing, and water system chemical treatment. Emergency call out for repairs.-Boiler Inspection, Preventive Maintenance/Inspection and Repairs. Semi-annual, and annual preventive maintenance, inspections, testing. Emergency call out for repairs.-Power & Water Meter Upgrade and Replacement. Replace existing and install new power and water meters in applicable buildings on campus. New meters are to be fully integrated into the existing Delta Web BMS system. Currently seventeen (17) Power meters and Sixteen (16) Water meters are installed in LCB buildings.-Electrical Assessments, Maintenance, and Repairs. Assist staff with the troubleshooting, maintenance, and repair of the campus electrical systems.-Emergency Repair Service Call. Emergency repairs to equipment or systems that must commence within 24 hours of contractor notification.This acquisition when announced, will be issued under North American Industry Classification System (NAICS) Code 561210, Facilities Support Services with a Small Business Size Standard of $47.0 million. If an offeror feels that there is a more suitable NAICS Code classification for this item, please indicate when submitting your capability package.Capability Statements:This Sources Sought synopsis affords interested parties an avenue to provide feedback for this requirement via capability statements. This is optional and participation will not affect a party's ability to provide a proposal if a solicitation does result from this requirement. Interested parties are requested to provide capability statements that specifically address the capacity and capability to provide the requirements in the Statement of Work. The statements shall provide administrative information to include the following: - Business Name, mailing address, phone number, fax number, and point of contact to include e-mail address and telephone number- Business type and size (for the applicable NAICS) - UEI number.These statements should specifically address the following:1. Provide a summary of your technical capability to meet the SOW requirements.2. Please identify any/all existing contract vehicles your company is prime contract holder under for which these services could be ordered from (i.e. GSA FSS, OASIS, NASA SEWP).3. Please identify your company's core competencies and experience directly relevant to the activities associated with the services outlined in the table above. Submit a list of comparable support services that your company provided within the last two years for government agencies. Include customer points of contact (POCs) for each effort, including their name, official title, address, phone number, and e-mail address.4. Provide an overview of your company's business management, project management, and management assurance systems.5. If you contemplate a partnership arrangement, please explain how that would enhance your ability to meet each of the technical requirements of the statement of work.
