This is a Request for Information (RFI) notice issued to conduct market research. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
The Government will not pay any costs incurred in the preparation of information for responding to this market survey or the Government's use of the information. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. This request for information does not commit the Government to contract for any supply or service whatsoever.
The DOI USGS Acquisition Team is not, at the time, seeking proposals or quotes and will not accept unsolicited proposals or quotes. Not responding to this RFI does not preclude participation in any future procurements.
The USGS Earthquake Science Center (ESC) requires a dedicated mission support contractor with knowledge of geophysical monitoring network operations and their integrated software and IT infrastructure.
The purpose of this RFI is to identify potential vendors capable of providing science and technical support to ESC's ground motion monitoring networks and their product generation and delivery. The contractor must be able to support the development of products from scientific research results with availability 24/7/365. This service supports millions of customers with earthquake early warning technologies and public safety notifications through multiple resources that include:
Earthquake Notification Systems (ENS), the Northern California Seismic Network (NCSN), the Pacific Northwest Seismic Network (PNSN), the Southern California Integrated Geodetic Network, the Southern California Seismic Network (SCSN) and the USGS ShakeAlert Earthquake Early Warning Project (EEW).
In support of this effort, the DOI USGS Acquisition Team is conducting market research to further refine requirements and establish the best acquisition approach. Please note that requirements defined to date may change before issuance of the final RFP.
The types of scientific software development and information technology services to be ordered include, but are not limited to: scientific software maintenance, operations, and development; system administration in support of ground motion monitoring networks; technical applications engineering; database design and development; programming; full stack Dev/Ops engineering; and network engineering in support of ground motion monitoring networks. The Contractor shall provide Capability Statement demonstrating their ability to deliver non-personal services in the following areas:
Scientific Application Services
Scientific IT Infrastructure Services
Telemetry Support
Interested parties shall include the following in their submission:
1. Applicable socioeconomic designation.
2. Business size standard.
3. SAM UEI number.
4. GSA contract number, if applicable.
Responses are requested by Friday, March 20, 2026. Any response received after these dates will also be considered but may not be included in initial reporting or assessments.
