Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a five (5) years. with Transnetyx, Inc., 8110 Cordova Rd Ste 119, Cordova, TN to obtain continued automated genotyping services for the San Francisco VA Healthcare System, Research & Development Office. This requirement is for continued use and access of the existing colony management database. Transnetyx provides genotyping service that offers genotyping ordering and results integration into a colony management database which tracks alleles and genetic classifications that allow for checking of breeding issues based on the genotypes of parents. Several animal researchers at the San Francisco VA are already enrolled in the Transnetyx system. Specifically, Transnetyx currently has several hundred mouse biological samples in storage in the event that a retest may be needed. Many of the mice those samples originated from may be deceased and those samples will be untransferable and subsequently lost to the researcher. Additionally, genetic data from the SFVA researchers that is already incorporated into the Transnetyx database will be inaccessible. Due to the fact that Transnetyx has been actively involved in providing the tissue and DNA samples for the on-going research studies and losing access to these samples and the database would jeopardize the current on-going studies Transnetyx is the only vendor that can provide these services. Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov Contract Opportunities. The applicable NAICS code is 541380 with a $19 MIL size standard. The PSC is Q301. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
