The U.S. Embassy Montevideo of the U.S. Department of State invites proposal submissions for the development, implementation and management of programs that support the Embassy’s strategic priorities. This open competition is available to government bodies, non-governmental organizations, and non-profit institutions. This cooperative agreement will oversee the process for implementing and managing subawards in accordance with Embassy strategic funding priorities. In consultation with the U.S. Embassy, the successful applicant will oversee the subaward program, including promoting it, accepting and reviewing subaward proposals, corresponding with applicants, managing payments and financial records, and monitoring and evaluating the programs.
The recipient may enter into subawards with other entities to accomplish the project outlined in the award. The primary recipient is responsible for monitoring and providing oversight of the subrecipient’s performance and expenditures. Adequate documentation of the subrecipients’ compliance with award terms and conditions must be maintained by the primary recipient and made available to the Grants Officer upon request. This includes the subaward selection methodology and any relevant policies the recipient has regarding subawards and subaward monitoring.
The U.S. Department of State prioritizes selecting the best-qualified proposals from applicants that show clear alignment with U.S. strategic interests. Applicants must demonstrate their intent to effectively administer U.S. government funds in a way that strengthens the bilateral relationship between the U.S. and Uruguay. Funding decisions will be made through a merit-based approach, supporting applicants and programs that generate measurable outcomes and long-term benefits. Proposals should reflect an understanding of the following priority areas:

Funding Range: This proposal anticipates funding several small subawards. The size of these subawards will be determined in consultation with the U.S. Embassy but could range from $2,500 to $50,000.
